The ICTY and UNICRI present the ICTY Manual on Developed Practices
A new tool to promote the legacy of ICTY in the Balkan Region

The Hague, 28 May 2009. The ICTY Manual on Developed Practices has been presented today and for the first time at an international level, during the ICTY Diplomatic Conference in The Hague. The ICTY Manual on Developed Practices is the outcome of a two-year collaboration between the International Criminal Tribunal for the former Yugoslavia (ICTY) and UNICRI.

The Manual is intended to serve as a reference tool for global and national level policy makers, international criminal law practitioners and other international, internationalized or hybrid tribunals and aims to facilitate the widespread dissemination of the most effective practices developed by the Tribunal. It is a tool to promote a common language and establish a solid basis of good practices in war crimes prosecution, not just in the Balkans, but also in other post conflict and crisis areas worldwide.

In that respect, this Manual underscores the key role of UNICRI as an interregional Institute of the UN in promotion of the legacy of ICTY in the Balkan Region and in other countries and regions all around the world affected by conflicts. The ICTY Manual on Developed Practices will also be presented to the international community on the occasion of the following three events and conferences:

  • 9 June: New York
On the occasion of a meeting of the Assembly of State Parties to the ICC, the ICTY Manual on Developed Practices will be presented to, inter alia, the Security Council Informal Working Group on International Tribunals, the Diplomatic Missions in New York and other relevant International Organizations.

  • 15-16 June: Sarajevo
UNICRI is organizing a Regional Conference in cooperation with the ICTY. The event envisages the participation of representatives and practitioners from the courts in the Balkans, as well as from the other International and Hybrid Tribunals, such as the ICC, SCSL, ICTR, STL. Furthermore, various embassies in Sarajevo and International Organizations, such as the EULEX mission to Kosovo will participate in this event.
