| The threat of cyberterrorism and the misuse of the internet for terrorist purposes may be exaggerated at times, but it cannot be denied or ignored and is particularly alarming since modern society is completely dependent upon computer systems and the internet. This book provides an analytical report, by the Max Planck Institute, dealing with the main problems that arise in fighting against cyberterrorism: the different uses of the internet for terrorist purposes such as attacks, dissemination of contents and propaganda, recruitment, fundraising; an evaluation of the legal framework and of policies for international co-operation against the terrorist use of the internet; applicability of existing conventions on the matter such as the Council of Europe Cybercrime Convention or the Convention on the Prevention of Terrorism. A list of specific national reports and a selection of Council of Europe reference texts is also included. || |
