 ABSTRACT
This publication by the European Monitoring Centre for Drugs and Drug Addiction is the tenth in the series of scientific monographs. It provides a review of the pivotal role of harm reduction strategies and interventions in the European debate on drugs and drug addiction. The term harm reduction refers to a range of public health policies designed to reduce the harmful consequences associated with recreational drug use. It is often proposed as a useful perspective alongside the more conventional approaches of demand and supply reduction. However, its application has been quite controversial for several decades and a general agreement on the value of the approach has been reached only recently.
